The Electors and Citizens qualified to vote in Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that the Special Town Meeting of said Town will be held on Monday, June 5, 2023, at 6:30 PM for the following purposes:
1. To choose a moderator for said meeting.
2. To discuss and act upon the proposed Ordinance Providing for the Creation of a Tax-Exempt Handicap Vehicle Ordinance.
3. To discuss and act upon a proposed Revision to the Ordinance regarding Flood Damage Prevention as required by FEMA, prepared by CT DEEP.
The full text of the proposed ordinance referenced in Item 2, as well as the Revision referenced in Item 3 are available on the Mayor’s office and in the office of the Town Clerk.

Docket # 2023-05  TSM Home Remodeling & Contracting LLC request for a Special Permit to convert an existing detached garage into an accessory dwelling unit, not to be used as a rental unit.  Property located at 218 Five Mile River Road, Town Assessors Map 032, Lot 048, Zoned AG-2.  APPROVED
Docket # 2023-06  Putnam River Road, LLC & 285 River Road, LLC request for a Special Permit for excavation of approximately 363,000 yards of earth material in conjunction with an 11-lot residential subdivision. Two permanent ponds are proposed as part of the earth excavation.  Properties located at 285 River Road, Town Assessors Map 043 Lot 005, Zoned Agricultural-2 and 357 River Road, Town Assessors Map 043, Lot 010, Zoned Agricultural-2   PUBLIC HEARING CONTINUED TO JUNE 21, 2023, at 7:00 P.M.

REQUEST FOR PROPOSAL
MUNICIPAL SOLID WASTE (MSW),
RECYCLING, AND BULKY WASTE PICKUP, TRANSPORT AND DISPOSAL
May 2023
The Town of Putnam, Connecticut, is seeking proposals for the provision of curbside collection, transport and disposal services for MSW, Recycling and Bulky Waste. Priorities for the Town are to continue providing curbside collection options for its residents, to continue a pay-as-you-throw program, and to continue to provide some level of curbside services for MSW, recycling and bulky waste program.
All firms are required to submit two copies plus an electronic version in PDF of their response to Elaine Sistare, Town Administrator, 200 School Street, Putnam, CT 06260 by Thursday, June 15, 2023, at 1:00 p.m. The Town, at its sole discretion, may refuse to consider a Proposal that is not in the possession of the Town authorized representative by the deadline given here.
Details of the program and requirements for proposal submittal, including information for proposers and proposal form are included in the RFP, available at the Town’s website:
https://www.putnamct.us/government/town-administrator/bidsrfps or available in the Mayor’s Office, Municipal Complex, 200 School Street, Putnam, CT 06260.
The Town shall have the right to reject any and all proposals, or parts thereof, or items therein, and to waive any defect or irregularities as to form, therein. Nothing in this RFP shall require that the Town take the lowest price proposal. Instead, the Town reserves the right to base their decision on the entirety of the information provided and their sole judgment as to the best service.
No proposals shall be withdrawn within ninety (90) days after the opening thereof. The Town shall have the time as indicated in which to investigate, evaluate and negotiate with the prospective contractor submitting a proposal. No Contractor shall have the right to withdraw, change or alter his Proposal within the said time.
