 ANNUAL TOWN
MEETING
MAY 10, 2023
The legal voters and citizens qualified to vote in Town Meeting of the Town of Pomfret are hereby warned to meet at the Pomfret Community School Cafeteria, 20 Pomfret Street, Pomfret, Connecticut on Wednesday, May 10, 2023 at 6:30 P.M. to act upon the following articles:
Article 1: To choose a Moderator for said meeting.
Article 2: To see if the Town will consider and act upon the following resolution:  “Resolved” that the Board of Selectmen is hereby authorized and empowered to enter into an agreement with the Commissioner of Transportation and the Office of Policy and Management, State of Connecticut, for the expenditure of all Highway funds under the provisions of Chapter 240 and the expenditure of all Local Capital Improvement Funds under the provisions of Chapter 7-536, CT General Statutes, for fiscal year beginning July 1, 2023.
Article 3: To see if the Town will consider and adopt the Five-Year Local Capital Improvement Plan for fiscal year 2023–2024 as proposed by the Board of Selectmen.
Article 4: To hear and act upon the report of the Selectmen, Town Treasurer, Treasurer of the Local School Fund, and Board of Education, as published by the Board of Finance, for the fiscal year ending June 30, 2022.   
Article 5: To see if the Town will accept the following cemetery funds for perpetual care: Pomfret Cemetery Corporation: Jill, Kayla and Saige Morin, Lots 93, 95 and 96, $300.00; Scott Chartier, Yard 3 Lot 92, $100.00; Thomas and Laura Aubertine, Yard 3 Lot 94, $100.00; David, Dawn, Alex and Cooper Mayo, Yard 3 Lot 194, 195 and 196, $300.00; Abington Cemetery Association: Bruce Hedman, #465 deTalleyrand Annex, $100.00; Lillian Hopkins, #466 deTallyrand Annex, $100.00; Dave and Pat LaFrance, #467 deTallyrand Annex, $100.00; Kathleen Ayers, #468 deTallyrand Annex, $100.00.
Article 6: To see if the Town will approve a revision to the Flood Plain Management Ordinance 60.3 (D), amended at a Special Town Meeting of September 17, 2003, in order to update said Ordinance to meet or exceed the minimum federal standards of 44 CFR 60.3 as provided by the Federal Emergency Management Agency, as required for the Town of Pomfret to remain eligible to participate in the National Flood Insurance Program.  A copy of proposed Ordinance is on file with the Pomfret Town Clerk, 5 Haven Road, Pomfret Center.
Article 7: To see if the Town will approve a revision to the Ordinance Amending Fees Payable Under State Building Code, last amended at a Special Town Meeting of April 5, 2005, in order to adjust the fees payable to the Town of Pomfret as outlined in Section 1 and Section 2 of said Ordinance and to eliminate Section 3 of said Ordinance.  A copy of proposed Ordinance is on file with the Pomfret Town Clerk, 5 Haven Road, Pomfret Center.
Article 8: To see if the Town will adopt a total appropriation in the amount of $14,411,500 for the 2023-2024 fiscal year budget with $ 3,336,073 of said amount to be the General Government Appropriation and $11,075,427 of said amount to be the Board of Education Appropriation, the same to be funded by estimated revenues as recommended by the Board of Finance.     
Article 9: To do any other business proper to come before said meeting.

COMMISSION
The Pomfret Planning & Zoning Commission will hold the following Public Hearing at its meeting on May 17, 2023, starting at 7:00 PM.
1. Town of Pomfret Planning & Zoning Commission, 5 Haven Road, text amendment to (a) allow the retail sale of medical and/or adult use of cannabis via special permit in the following districts:  Village District (V); Village District II (V-II); Business Village District (BV); and Rural Commercial District (RC); (b)  to allow the cultivation, production, and manufacturing of cannabis be limited to the following district via special permit:  Commercial Business District (CB); (c) to remove the limited moratorium in Section 2.3.5; and (d) the addition of new definitions in Section 22 associated with cannabis.

Project Underway
The Town of Putnam started on the Port-A-John screening project at Rotary Park last week. Prep work and forms are complete for a concrete pad to be poured concrete. A section of sidewalk adjacent to the pad and parking lot will be redone. The 8-foot black metal fence posts are installed. An 8-foot black chain link fence and a privacy screen will run around three sides of the concrete pad. The Port-A-John doors will open toward the river. The cost of the project, about $5,000, is split between the Putnam Connecticut Rotary Club and the Town of Putnam. Parks and Recreation director Willie Bouquet said he’s shooting for a Memorial Day finish date. Linda Lemmon photo.
