Notice of Special Town Meeting
MARCH 19, 2018
The Electors and Citizens qualified to vote in Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that the Special Town Meeting of said Town will be held at the Putnam Middle School Auditorium, 35 Wicker Street (Israel Putnam Way), Putnam, Connecticut, on the 19th’ day of March 2018, at 7:30 o’clock in the evening for the following purposes:
1.  To choose a moderator for said meeting.
2. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam regarding the following resolution amending the Ground Lease Revenue Fund:
RESOLVED, by the Town Meeting of the Town of Putnam, that the Resolution adopted as Item 3 of the Town Meeting of’ December 4, 2002, regarding a special account for Ground Lease revenues, as amended by the Resolution adopted as Item 4 of the Town Meeting of November 20, 2006, is hereby amended by the addition of the following paragraph:
BE IT FURTHER RESOLVED, by the Town Meeting of the Town of Putnam, that effective with the fiscal year commencing July 1, 2018, any Ground Lease revenues received in excess of $2.1 million dollars in any fiscal year shall be deposited into the Town’s Capital Non­ Recurring Fund for allocation to capital projects. Effective for the fiscal year commencing on July 1, 2019, and each fiscal year thereafter, the base amount of the Ground Lease revenues committed to the Town’s General Fund shall be reduced by $100,000 annually, such that, by way of example, any Ground Lease revenues in excess of $2.0 million dollars during the fiscal year commencing on July 1, 2019, shall be deposited into the Town’s Capital Non-Recurring Fund.
3. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam regarding the following resolution amending the internal financing from the Ash Landfill account as follows:
RESOLVED, by the Town Meeting of the Town of Putnam, that the amounts previously financed by internal borrowing from the Ash Landfill account pursuant to the Resolution adopted as Item 9 of the Annual Town Meeting of May 8, 2013, are hereby forgiven. Commencing with the fiscal year beginning July 1, 2018, such amounts shall not be repaid to the Ash Landfill account.

2018 Annual
Meeting
A meeting has been called for Wednesday, March 28th at 6:30 p.m. at the  Pomfret Senior Center.
All lot owners are invited to attend. Please remove winter decorations and plastic arrangements by April 1st or they will be disposed of  by the Cemetery Association.
The cemetery opens April 15th.

The Town of Putnam, CT will receive sealed bids for the Rental of Construction Equipment through June 30, 2019.
Bids will be received in the Office of the Mayor, 126 Church Street, Putnam, CT 06260 until Friday April 13, 2018, at 1:00 PM.  Bids will be opened at the Selectmen’s meeting on Monday April 16, 2018, at 7:00 PM. Bids must be sealed and clearly marked “Construction Equipment Rental and Asphalt Paving.”

Sewer Structures through June 30, 2019.
