PUTNAM — A Putnam man was charged with possession of heroin Dec. 3.
Leland Lambert, 29, of #93 L’Home Street was charged with possession of heroin and first-degree failure to appear.
Members of the Troop D – Quality of Life Task Force (QLTF) and the Connecticut State Police Traffic Services Unit were patrolling Rt. 44 in Putnam and saw Lambert driving. The trooper was aware that an active arrest warrant existed for Lambert and troopers stopped the vehicle and arrested him on the strength of the arrest warrant.  Troopers found two bundles of heroin (20 bags).
