TOWN OF PUTNAM
NOTICE OF ANNUAL  TOWN  MEETING MAY 11,2016
      The Electors and Citizens qualified to vote in Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that the Annual Town Meeting of said Town will be held in the Putnam Middle School Auditorium at 35 Wicker Street (Israel Putnam Way), Putnam, Connecticut, on the 11th  day of May, 2016,  at 7:30  o’clock  in the evening  for the  following purposes:
1. To choose a moderator for said meeting.
2. To  consider  and  act  upon  the  recommendations   of  the  Board  of  Finance  that appropriation  for General  Government  (including  Bonded  Indebtedness)  in the amount  of  $5,178,684.00  and the  Library in  the  amount  of $543,236.00 for a total of $5,721,920.00  be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable.
3. To  consider  and  act  upon  the  recommendations   of  the  Board  of  Finance  that appropriation  for  the  Board  of  Education  in  the  amount  of  $17,356,367.00 be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable.
4. To  consider  and  act  upon  the  recommendations   of  the  Board  of  Finance  that appropriations  be made  for  the  expenditure  of  Town-Aid  Road  monies  in  the amount of $682,710.00 for fiscal year 2016-2017 budget and to make such appropriations as are advisable.
5. To determine the wishes of those present and eligible to vote at Town Meeting of the   Town   of  Putnam   to  consider   and   act  upon   the  following   resolution: RESOLVED: That  the  Board  of Selectmen,  acting  as agents  of  the Town  of Putnam, be authorized to apply for and receive any State and Federal grants that may become available and appear to them to be in the best interest of the Town of Putnam.
6. To determine the wishes of those present and eligible to vote upon the proposed Five-Year Capital Improvement Plan for the period commencing  with fiscal year July  1,  2016  through  the  fiscal  year  ending  June 30,  2021. A  copy  of  the proposed plan is on file in the Mayor’s  Office and available for public inspection during normal business hours.
7. To  consider  an  act  upon  the  recommendation  of  the  Board  of  Finance  that  a capital appropriation  in the amount of $220,000.00  be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable.  The $220,000.00 shall consist of:
a)   $ 185,000.00 for a Dump Truck for the Public Works Department
b)   $35,000.00 for a Pickup Truck for the Recreation Department
8. To authorize the Town Treasurer and Board of Finance to finance internally by borrowing from the Ash Landfill account certain capital items, said borrowing or interagency loan not to exceed $220,000.00 for the term of not more than five (5) years at an interest rate of at least one (1%) percent, this loan is to be amortized at least annually.  The Board of Finance is authorized to approve the particulars of said loan and the precise rate subject to the foregoing parameters.
