NOTICE OF SPECIAL TOWN MEETING 
June 19, 2017
NOTICE AS TO 
PUBLIC HEARING
A Public Hearing of said Town of Putnam will be held in the Daniel S. Rovero Selectmen’s Chambers,  Putnam  Town  Hall,  126  Church  Street,  Putnam,  Connecticut,  on  Monday,  June  19,
2017, at 6:45 P.M. in the evening for the following purposes:
1.  To  hear  public  testimony  upon  the  Town  of  Putnam’s  proposal  under  the  2017 Neighborhood Assistance Act Program, which program shall include the Theater of Northeast Connecticut - Energy Conservation.
2.  To hear public testimony upon a proposed  amendment  to  the Resolution adopted June 19, 2014 regarding Phase One Funding for “Q- Park” to authorize the payment of the existing appropriation from fund balance as well as from the proceeds of borrowing as previously authorized.
NOTICE AS TO SPECIAL TOWN MEETING
The Electors and Citizens qualified to vote in Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that a Special Town Meeting of said Town will be held in the Daniel S. Rovero Selectmen’s Chambers, Putnam Town Hall, 126 Church Street, Putnam, Connecticut, on  Monday, June 19,  2017,  at 7:30 P.M. in the evening for the following purposes:
1. To choose a moderator for said meeting.
2. To consider and act upon the recommendation  of the Board of Finance that the existing appropriation regarding Phase One Funding for “Q- Park” adopted June 19, 2014, be amended to authorize the payment of said appropriation  from fund balance as an alternative to the borrowing authorized therein.
3. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam upon the following resolution: 
RESOLVED, that the Board of Selectmen is hereby authorized to execute a proposed contract with the Town of Pomfret for sewer services substantially in the form of the draft contract which is on file in the Mayor’s office and available for public inspection during normal business hours.

The Town of Putnam, Connecticut will receive sealed bids for “South Main Street and Walnut Street Sidewalk and Curb Replacement” until 1:00 p.m. local time on Monday July 10, 2017, in the Mayor’s Office, Town Hall, 126 Church Street, Putnam, CT
06260.  They will be publicly opened and read aloud at 1:00 p.m. local time on Monday July 10, 2017, in the Selectmen’s Chambers on the third floor 126 Church Street, Putnam, CT 06260 of the Town Hall. 
Bids must be sealed and marked “South Main Street and Walnut Street Sidewalk and Curb Replacement.” Bids submitted prior to the meeting may be delivered or mailed to the Mayor’s Office at the address noted above.
Work under this contract includes replacement of  18,250 square feet of sidewalks, 3650 linear feet of curb and associated work.  Contract documents are available at the
Mayor’s Office, Town Hall, 126 Church Street, Putnam, Connecticut 06260. 
Copies may be obtained during the hours of 8:30-4:30 (M-W) 8:00 -6:00 (Th) and 8:00-1:00 (F).
Bidder’s attention is called to the requirements as to the conditions of employment to be observed and to the requirements for commencement and completion of the work.
No bidder may withdraw his bid within 90 days after the actual date of the bid opening. Additionally, the contract documents require the prompt commencement of the work.
The Town reserves the right to reject any and all bids or any part thereof, to waive defects in the same, or to accept any proposal or any part thereof deemed to be in the best interest of the Town of Putnam, Connecticut.
All bidders are requested to note that the award of this Contract is subject to the following conditions and contingencies:
1) The approval of such governmental agencies as may be required by law.
2) The appropriation of adequate funds by the proper agencies.
