INVITATION TO BID
The Town of Pomfret, Connecticut will receive sealed bids for “Route 169/44 Sidewalk Construction” project until 10:00 a.m. local time on Monday, June 26, 2017, in Town Hall in the First Selectman’s Office, which is located at 5 Haven Road, Pomfret, Connecticut 06259, after which no bids will be accepted and at which time and place they will be publicly opened and read aloud.   Bids must be sealed and marked “Route 169/44 Sidewalk Construction.”
Work under this contract includes construction of a bituminous concrete sidewalk and Portland cement concrete ramps with detectable warning strips along portions of the east and west sides of Route 169/44 (Pomfret Road) located between “Grosvenor Road” and the entrance to the “Most Holy Trinity Church,” in Pomfret, Connecticut. The Information for Bidders, Form of Bid, Specifications, and other contract documents may be obtained for a $25.00 non-refundable fee, per set, or examined at the First Selectman’s Office, 5 Haven Road, Pomfret, Connecticut, Monday thru Thursday, 9:00 a.m. – 3:00 p.m.  Sets of documents will be mailed to prospective bidders upon request, for an additional $15.00 fee.  Checks are to be made payable to the Town of Pomfret.
Bidders shall submit two (2) original copies of their Proposal on the forms provided, in a sealed envelope plainly marked with the appropriate project title.
The Town of Pomfret hereby notifies all bidders that this contract is subject to state set-aside and contract compliance requirements.  
Attention of bidders is directed to certain requirements of this contract which require that minimum rates to be paid for labor of the various classifications shall be in accordance with the current schedule of wages established by the Connecticut Department of Labor as provided in the General Statutes of Connecticut, as revised.  This is a state funded project.
A pre-bid conference to review the project will be held at Pomfret Town Hall, 5 Haven Road, Pomfret, Connecticut, Thursday, June 8, 2017, at 10:00 a.m.  All prospective bidders are urged to attend.
A satisfactory Bid Bond or Certified Check in the amount equal to five percent (5%) of the base bid shall be submitted with each bid.  The Bid Bond shall be made payable to the Town of Pomfret and shall be properly executed by the Bidder.  A 100% Performance, Labor and Material Bond is also required.  All sureties must be listed on the most recent IRS Circular 570.
Bids, to receive consideration, must be in the hands of the authorized representative of the town, no later than the day and hour at the location mentioned above.  The Town of Pomfret reserves the right to accept or reject any or all bids; to waive informalities; or, to accept any bid deemed in the best interests of the Town of Pomfret.
Bidders are requested to note that the award of this Contract is subject to the following conditions and contingencies:
1)  The approval of such governmental agencies as may be required by law.
2)  The appropriation of adequate funds by the proper agencies  
All bids will be considered valid for a period of ninety (90) days.  No bidder may withdraw their bid within ninety (90) days after the actual date of the bid opening.  Additionally, the contract documents require the prompt commencement of the work.

Zoning Commission
The Town of Putnam Zoning Commission held a meeting on May 17, 2017, at 7:00 P.M. at the Putnam Town Hall located at 126 Church Street, Putnam, CT.  The following action was taken:
Docket #2017-02:  Rawson Materials-Jeff Rawson — Request for a Special Permit for earth removal in accordance with Section 304, Table III-1. “Schedule of Uses and Districts” and Section 607 “Excavation” of the Town of Putnam Zoning Regulations.  The earth removal will consist of 2 Phases with 43,000 cubic yards of gravel to be removed.  Property is located at 38 & 52 Cady Road, Town Assessor’s Map 34, Lots 77 & 78. Zoned AG-2.  PUBLIC HEARING CONTINUED TO JUNE 21, 2017, at 7:00 P.M.
Docket # 2017-03: Rawson Landscape Supply — Request for a Special Permit for a miniature golf course in accordance with Section 304 Schedule of Uses and Districts Table III-1 of the Town of Putnam Zoning Regulations.  Property noted by location as 99 Canal Street (a.k.a 147 Kennedy Drive), Town Assessor’s Map 015, Lot 165. Zoned DP.   APPROVED.
Docket # 2017-04: Wheelabrator’s Putnam Inc. — Request for a Special Permit for the installation and operation of a recyclable metals recovery system and its associated infrastructure at the Putnam Ash Residue Landfill.  The operation of the metals recovery equipment may take place 24 hours per day, 7 days per week, per Wheelabrator’s Ground Lease with the Town of Putnam.  Truck traffic to and from the landfill will continue to be limited to its permitted hours, which are currently set for 6:00 a.m. to 6:00 P.M., Monday through Saturday, and from 8:30 A.M. to 5:00 P.M. on Sundays.  The operation of the metals recovery equipment beyond these daytime hours is subject to the installation of a building and other devices as needed to adequately control noise and light in meeting the Zoning Regulations.  Town Assessor’s Map 48, Lot 1, (344 River Rd) Map 44, Lot 9 (27 Town Farm Road) Map 44, Lot 31 (314 River Road). Zoned AG-2.  APPROVED.

 ANNUAL TOWN MEETING – JUNE 7, 2017
The legal voters and citizens qualified to vote in Town Meeting of the Town of Pomfret are hereby warned to meet at the Pomfret Community School Cafeteria, 20 Pomfret Street, Pomfret, Connecticut on Wednesday, June 7, 2017 at 7:00 P.M. to act upon the following articles:
Article 1: To choose a Moderator for said meeting.
Article 2: To see if the Town will consider and act upon the following resolution:  “Resolved” that the Board of Selectmen is hereby authorized and empowered to enter into an agreement with the Commissioner of Transportation and the Office of Policy and Management, State of Connecticut, for the expenditure of all Highway funds under the provisions of Chapter 240 and the expenditure of all Local Capital Improvement Funds under the provisions of Chapter 7-536, CT General Statutes, for fiscal year beginning July 1, 2017.
Article 3: To see if the Town will consider and adopt the Five Year Local Capital Improvement Plan for fiscal year 2017–2018 as proposed by the Board of Selectmen.
Article 4: To hear and act upon the report of the Selectmen, Town Treasurer, Treasurer of the Local School Fund, and Board of Education, as published by the Board of Finance, for the fiscal year ending June 30, 2016.
Article 5: To see if the Town will accept the following cemetery funds for perpetual care:  Abington Cemetery Association:  Gordon Mayo, Sr. & Sherry A. Article 6:  To see if the Town will approve an Ordinance Establishing A Pomfret Commission on Aging to replace an Ordinance Establishing a Senior Advocate Commission as adopted at a Special Town Meeting dated March 22, 2012.  Proposed Ordinance approved by the Board of Selectmen and is on file with the Pomfret Town Clerk, 5 Haven Road, Pomfret, CT.
Article 7: To see if the Town will approve an Ordinance Prohibiting the Storage, Disposal or Use of Waste From Oil and Gas Exploration or Extraction Activities or any Derivative Thereof in the Town of Pomfret, Connecticut.  Proposed Ordinance approved by the Board of Selectmen and is on file with the Pomfret Town Clerk, 5 Haven Road, Pomfret, CT.
Article 8: To see if the Town will approve a Property Tax Payment Agreement between the Town of Pomfret and Woods Hill Solar, LLC.  Said Agreement approved by the Board of Selectmen and is on file with the Pomfret Town Clerk, 5 Haven Road, Pomfret, CT.
Article 9: To see if the Town will adopt a total appropriation in the amount of $13,109,871 for the 2017-2018 fiscal year budget with $2,514,082 of said amount to be the General Government Appropriation and $10,595,789 of said amount to be the Board of Education Appropriation, the same to be funded by estimated revenues as recommended by the Board of Finance.
Article 10: To do any other business proper to come before said meeting.
