NOTICE OF
SPECIAL TOWN
MEETING
December 20, 2010
The Electors and Citizens qualified to vote in the Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that a Special Town Meeting of said Town will be held at Putnam High School Auditorium, 152 Woodstock Avenue, Putnam, Connecticut, on Monday, December 20, 2010, at 7:30 o’clock in the evening for the following purposes:
1. To choose a moderator for said meeting.
2. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam on the following proposed Resolution:
RESOLVED, That the Mayor and Board of Selectmen are hereby authorized to purchase an Easement for the so-called “Putnam Airline Trail” for a price of $10,000.00 and other valuable consideration. A map detailing the proposed Easement and description of the approximate location of the Airline Trial which proceeds southerly from the Quinebaug River to Town Farm Road following the Airline Trail/Abandoned Railroad Roadbed is on file in the Office of the Mayor and available for public inspection during normal business hours.
3. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam on the following proposed amendment to the existing Town Ordinance regulating the use of town property:
BE IT ORDAINED by the Town Meeting of the Town of Putnam that Paragraph 1 of Article IIIA of the Ordinance Regulating the Use of Town Property and Buildings as previously amended on September 20, 2010, is hereby further amended by deleting in its entirety Paragraph 1 regarding parking between the hours of 11:00 p.m. and 6:00 a.m. and the balance of Paragraph IIIA shall be re-designated to reflect the deletion of Paragraph 1.
Said Ordinance to otherwise remain in full force and effect.
4. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam on the following proposed Resolution amending the Ground Lease Revenue Fund:
RESOLVED: That the Resolution adopted as Item 3 of the Town Meeting of December 4, 2002 creating a Special Account for Ground Lease Revenues, as amended at the November 20, 2006 Town Meeting be further amended by the addition of the following language:
In lieu of issuing bonds, the Town of Putnam is authorized to borrow from the Special Account for Ground Lease Revenues up to $325,000.00 at a rate not to exceed 1% for a term of three (3) years or less, together with such additional terms and conditions as the Board of Finance may deem appropriate.
