Putnam, Connecticut - Advertisement for Bids
WATER POLLUTION CONTROL FACILITY UPGRADE
The Town of Putnam, Connecticut Water Pollution Control Authority (WPCA) will receive sealed bids for “Water Pollution Control Facility Upgrade, Contract Sewer-1” to improve the effluent quality of treated wastewater. Improvements include construction for site utilities and improvements; above-grade buildings and below-grade structures; and process, mechanical and electrical system upgrades and additions. Project is to be completed within 610 calendar days from the date of the Notice to Proceed.
Bids will be received until 4:00 pm, prevailing time, on February 9, 2011 at the WPCA Office on the ground floor of the Putnam Town Hall, 126 Church Street, Putnam, CT 06260. Bids received after this time will not be accepted. Bids must be enclosed in a sealed envelope and designated as “Bid for Water Pollution Control Facility Upgrade, Contract Sewer-1”. Bids will be opened publicly and read aloud at the WPCA meeting at 7:00 pm on February 9, 2011. All interested parties are invited to attend.
A pre-bid meeting is scheduled for Tuesday, January 12, 2011 at 1:00 pm, prevailing time, at the Administration Building at the Putnam Water Pollution Control Facility located on 124 Quinebaug Road, Putnam, CT 06340. Bidders are encouraged to attend this meeting.
Bidding Documents may be examined at the WPCA office on the ground floor of the Putnam Town Hall, 126 Church Street, Putnam, CT 06260. Copies of Bidding Documents may also be obtained at WPCA Office on the ground floor of the Putnam Town Hall, 126 Church Street, Putnam, CT 06260 Monday through Friday between the hours of 9:00 am and 4:00 pm upon payment of $501 (made payable to the Town of Putnam WPCA) for each set of documents. The fee for the Bidding Documents is non-refundable.

This contract is funded in part by the U.S. Department of Agriculture, Rural Development Agency. Neither the State, nor any of its departments, agencies, or employees is or will be a party to this contract or any lower tier subcontract. This contract is subject to regulations adopted in accordance with Section 22a482 of the Connecticut General Statutes.
This contract is expected to be funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the ARRA prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States. All iron and steel manufacturing processes must take place in the United States, except for metallurgical processes involving refinement of steel additives. There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources. No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.
Bid Security in the amount of 5 percent of the bid must accompany each bid in accordance with the Instructions to Bidders.

CONTAMINATED SOILS REMOVAL
The Town of Putnam, Connecticut will receive sealed bids for “Water Pollution Control Facility Contaminated Soil Removal, Contract Sewer-2” to remove contaminated soils that were discovered at the Putnam, CT Water Pollution Control Facility. Work to be performed includes the removal of contaminated soils and replacement with clean material. This project is to be completed within 120 calendar days from the date of award of contract.
