Town of Pomfret
SPECIAL TOWN MEETING/HYBRID
MONDAY, MARCH 1, 2021, AT 6:30 PM
POMFRET COMMUNITY CENTER OR VIA ZOOM
The legal voters and citizens qualified to vote in Town Meeting of the Town of Pomfret are hereby warned to meet in person at the Pomfret Community/Senior Center, 207 Mashamoquet Road, Pomfret, Connecticut on Monday, March 1, 2021, at 7:00 pm or via virtual Zoom meeting as indicated below to act upon the following articles:
Article 1: To choose a Moderator for said meeting.
Article 2: To see if the Town will approve the discontinuation of sections of Quarry and Swedetown Roads from the intersection of said roads heading approximately 670 feet (.13 miles) north to the Woodstock town line and approximately 1600 feet (.3 miles west to the Eastford town line.) Said discontinuation approved by the Board of Selectmen during their regular meeting of November 18, 2019.
Article 3: To see if the Town will approve a special appropriation in the amount of $200,000 to be placed in a capital fund transfer line for Bridge Repair and Replacement and for said appropriation to be funded from the Town of Pomfret undesignated fund. Appropriation approved by the Board of Selectmen and Board of Finance on August 10, 2020.
Article 4: To see if the Town will approve an appropriation of $150,000 from the Designated Open Space Land Acquisition Fund to the Wyndham Land Trust to be used by them toward the purchase of approximately 355 acres, of the 627 acres of land, and identified as the northern portion of the parcel located on Assessor’s Map 6, Block B, Lot 1 and Assessor’s Map 1, as approved by the Board of Selectmen on February 16, 2021 and Board of Finance on October 13, 2020.
Article 5: To see if the Town will approve capital fund transfers within accounts for finished projects to clear said accounts. Transfers approved by the Board of Selectmen per schedule available at the meeting and copies of which are available at the office of the Pomfret Town Clerk, 5 Haven Road, Pomfret, Connecticut, and on the Town of Pomfret website under News & Announcements.
Article 6: To see if the Town will approve an Ordinance ‘Establishing Fees Payable Under Building, Fire, and Demolition Code, Fire Marshals and Fire Hazards, Safety of Public and Fire Marshal Inspections’. Said Ordinance to establish the purpose and authority and establishment of fees for the Pomfret Fire Marshal. Ordinance approved by the Pomfret Board of Selectmen during regular meeting of January 19, 2021. A copy of said Ordinance is available thru the office of the Pomfret Town Clerk, 5 Haven Road, Pomfret, Connecticut, and on the Town of Pomfret website under News & Announcements.
Article 7: To see if the Town will approve an Ordinance ‘Establishing Four-Year Terms of Office for the Pomfret First Selectman, Selectmen, and the Town Treasurer’ pursuant to Sections 9-187,9-187a, 9-189 and 9-189a of the CT General Statutes. Ordinance approved by the Board of Selectmen during regular meeting of October 21, 2019. A copy of said Ordinance is available thru the office of the Pomfret Town Clerk, 5 Haven Road, Pomfret, Connecticut and on the Town of Pomfret website under News & Announcements.
Article 8: To do any other business proper to come before said meeting.

improve
access to
hockey
POMFRET — Pomfret School and The Woodstock Academy have partnered to make significant mechanical improvements to Jahn Rink at Pomfret School.
The estimated cost of the renovation is $3.8 million. Funding for WA’s portion of the project has been secured through a private donation.
Construction on the new renovation will begin in March and end in August.
The most significant upgrade to the 16-year-old hockey arena is a new state-of-the-art chiller, which will extend the season for both schools by several months. Historically, the rink was open from the first weekend in November through the first weekend in March. With the new mechanicals in place, the rink will open on Sept. 1 and close on March 31.
In addition to the new chiller, the internal and external wall coverings of the rink will be replaced and a new wall will be erected on the east side of the rink, separating the Doug Woodruff ’77 Lobby from the rest of the arena.
“We are thrilled to be working with Woodstock Academy on this project,” said Ed Griffin, the chief financial officer at Pomfret. “Our interests very much align with WA’s goals, and so it makes sense to partner with them financially. It is a win-win-win: for Pomfret, for WA, and for the local community.”
Through the partnership, WA will get first priority on ice time (after Pomfret). “This partnership will strengthen our existing hockey programs and continue to build a strong foundation for the future,” said Jonathan Sturdevant, associate head of school for advancement at The Woodstock Academy. The longer ice season will also benefit community partners like Griffin Youth Hockey and Rectory School.
Pomfret opened its first covered rink, Brown Rink, in 1963. In 2005, Brown Rink underwent a major renovation and was renamed Jahn Rink after Helmut Jahn P ’97, the renowned Chicago-based architect who helped design it. Though technically a renovation, the old Brown Rink was totally dismantled. As one observer wryly noted, “The only thing left was the ice.”

Putnam Science Academy’s Ciara Bailey takes great pride in her defense. And when she makes an impact on that end of the floor, it only seems right that she would want to be involved as much as possible on offense.
“She didn’t get as many touches as she probably would want to,” fill-in head coach Jasmyne Fogle said, “but at the end of the game, you look up and she has 20 points and 13 rebounds. She’s just such a presence inside.”
Bailey’s efforts (she also had a pair of blocks) keyed the Mustangs’ Prep Black team to a convincing 74-60 win at Greens Farms Academy in Westport on Feb. 11. It was their first game of the season.
“We started a little slowly like I expected would happen,” Fogle said. “But we got hot, and the second quarter really proved to be the difference for us.”
That was when PSA outscored GFA 16-3 and took a 37-30 lead into the half.
Yamani McCollough added 18 points, and Kristina Goncharuk finished with 12 points. Sade Young (nine points, seven rebounds, five assists, two steals) and Jada Mills (seven points, four rebounds, two steals) had strong all-around games as well for PSA.
Boys
On the boys’ side, PSA’s Prep team won a pair of games in a home-and-home set with Cheshire Academy.
Alexis Reyes led five players in double figures with 15 points as the Mustangs won 108-71 in Putnam with a big second half Feb. 12, then went for a team-high 20 points the next day in an 88-78 win.
In the first matchup, Elijah Hutchins-Everett had 12 points, and Bryce Harris recorded his second straight double-double with 10 points and 10 rebounds for the Mustangs, who opened the second half on a 13-0 run to open a 14-point lead.
Leon Williams added 11 points, Nana Owusu-Anane 11, and Boris Mitkin nine points and four rebounds. Cherif Diarra chipped in with nine rebounds, and Darryl Simmons had a game-high seven assists for PSA.
In Cheshire, Reyes also added nine rebounds, and six assists in the win. PSA, which never trailed, also got 19 points from Hutchins-Everett, 16 points and eight rebounds from Owusu-Anane, and 11 points from Mitkin. Diarra pulled down a team-high 10 rebounds.
PSA’s Elite team traveled to St. Thomas More Feb. 13, and playing for the first time since early November, dropped a 71-54 decision. Theo Benoit led the way with 23 points, Zach Boulay added 14 points, and Edwin Linares finished with four points, seven rebounds, three blocks for the Mustangs (3-1).
Also Feb. 13, Nathan Couhe led a balanced PSA Varsity attack with 11 points in a 52-11 win over Killingly’s freshman team. Jose Guerrero added eight points, Danny Moreno seven, and Fabio Rizzi and Jorge Trueba Hernandez had six apiece for the Mustangs (2-2).
