REQUEST FOR BIDS
1. Downes Construction Company, LLC acting as Construction Manager at risk (CMR) on behalf of the Town of Putnam will receive sealed bids on TUESDAY, MARCH 24, 2020 AT 2:00PM EST, in duplicate for the individual bid packages identified in the Contract Documents and as indicated below for the Putnam Municipal Complex. Bids shall be addressed to Downes Construction Company, LLC (Construction Manager) and will be received at our main office on 200 Stanley Street, P.O. Box 727, New Britain, CT. Bids will be publicly opened and read aloud.
* Denotes S/M/WBE Set Aside Package. Bidder must be certified by the State of Connecticut as an S/M/WBE. Not applicable to all other packages.

4. Bidders are requested to indicate the added cost to the base bid of 100% Performance and Labor and Material Payment Bonds in the appropriate space on the bid form. Bid Packages furnishing material only FOB Jobsite will be exempt from providing bonds.
5. A Pre-Bid Conference and Walk Through will be held at the Putnam Board of Education Building, 152 Woodstock Avenue, Putnam, CT on Wednesday March 4, 2020 at 3:00 pm. Trade Bidders other than Demolition BP#2.1 may tour the project site on their own. BP#2.1 bidders will be given access to the Aspinock Historical Society Building at 5:00 pm on the same day. Attendance is NOT mandatory but bidders are strongly encouraged to attend.
6. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and the State of Connecticut requirements.
7. Any work on this project covered under the jurisdiction of the Local Carpenter’s Union must be performed by a Union Carpenter work force.
8. Trade Packages designated as “CHRO Set-Aside” above must comply with CONN. GEN. STAT. §§ 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. An Affirmative Action Plan must be filed with and approved by the Commission on Human Rights and Opportunities prior to the commencement of construction. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. 9. All bids shall be held open for a period of ninety (90) days. No bidder may withdraw their bid during that period.
10. The contract will be awarded to the lowest responsible bidder and complying with all the provisions of the Bid Documents, provided the bid price is reasonable and in the best interest of Downes Construction Company, LLC and the Town of Putnam to accept it. However Downes Construction Company, LLC and the Town of Putnam reserve the right to reject any and all bids in the best interests of the Town or DCC.
11. Bidders are reminded that this project is exempt from Federal Excise Taxes as well as State of Connecticut Sales Tax to the extent allowed by law.

It’s not a bad time for a little break.
But it’s tough for any team to be sitting on the sidelines when it is playing so well.
Such is the case with the Woodstock Academy boys’ hockey team.
The Centaurs are 15-4 and winners of their last nine games following a 6-3 win over Housatonic early last week.
Their final regular season game against New Milford was moved from Feb. 22 to 6:30 p.m. Saturday.
It meant just about two weeks of down time
At least for the seniors.
Many of the juniors, sophomores and freshmen played some junior varsity contests last week.
“All those guys will still be on the ice and (this) week, we will have three days of practice and focus on some of the things we still have to do. We’re just going to try and keep the legs going, fine tune what we can, and be ready for that final regular season game,” said Woodstock Academy coach Kevin Bisson.
Woodstock Academy junior goalie Colin Liscomb said, despite the win streak, not everything is perfect.
“I think we have to figure out the penalty situation, that’s a big, bad thing for us. We’ve been struggling a bit on break outs, but other than that, things are going smoothly,” Liscomb said.
Penalties were a bit of a problem for the Centaurs especially late in the game against the Housatonic Regional Cooperative.
“It’s hard to be too happy (about the win),” Bisson said. “I think we got pretty lucky at the end of the day. We were playing a certain way, everything was looking good, everybody was doing the right thing and then we just completely stopped and sunk to the level of the opponent. They were taking all these unsportsmanlike and technical penalties and we just started to become that. It’s aggravating to think that, we haven’t been that, haven’t been that for a long time, and all of a sudden, here we are back in that mode.”
In the final 1 minute, 43 seconds of the game, three Centaurs were sent to the penalty box for various reasons.
The Mountaineers (4-11-1), down by two goals at the time, tried to take advantage by pulling their goalie to create a 6-on-3 situation.
Even with their top defensemen in the penalty box, the Centaurs failed to yield a goal.
The Centaurs handed Housatonic a 3-1 loss on their home ice back on Jan. 20. But they found themselves down early to the Mountaineers.
Housatonic scored 6 ½ minutes into the game. But the Centaurs didn’t take long to respond. Jake Starr, off a pass from Austen LeDonne, found Nick Chubbuck streaking down the middle of the ice. He delivered the pass and Chubbuck followed with the game-tying goal 30 seconds after the Mountaineers had scored.
Kyle Brennan put the Centaurs up a goal 2:10 later and Woodstock Academy enjoyed a 3-1 lead when Chubbuck scored for a second time and fourth of the season with 1:38 to play.
But Housatonic came back to tie the game with a pair of second period goals.
“We got away from what we were doing best which was moving the puck,” Woodstock Academy assistant coach Bob Donahue said of the second-period turnaround. The strategy was sound.
The Centaurs forged their way back into the lead with a goal from Guerin Favreau with 12:18 to play.
“In the first period, Doug (Newton) and I were working it around a lot and it was working pretty good. I got an assist on Kyle’s goal. It didn’t really happen in the second, but we found it again in the third and I think that’s what opened up the shooting lane,” Favreau said.
Starr added an unassisted insurance goal with 4:39 left before Favreau found the empty net as the buzzer sounded to account for the final.
It was Favreau’s 33rd goal of the season.
“I think we’ve really come together as a team. We’ve bonded and we have figured out what each other’s tendencies are and have worked with it,” Liscomb said.

Griffins beat

THOMPSON — The Pomfret School boys’ varsity basketball team beat Marianapolis 56 to 38 Feb. 17. The team knew the second meeting would be tough. The Griffins beat the Golden Knights 61-49 the previous Friday.
In the first half, Pomfret was not able to get into a rhythm and was not playing its best basketball, but went into halftime up 24-18. At the half, the Griffins rededicated to playing tough defense while being in the right position.
In the second half, Marianapolis cut the lead to 26-22, but leading with defense, Pomfret went on a 14-4 run. In that stretch, AJ Lesburt and Ben Kelsey hit some big shots. At the same time, Bryce Howard and Andrew Lufkin got into foul trouble with four fouls each, and for the first time this season Pomfret had to go a long stretch of time without them in the game.
Jon Kazor took the point and the other players around him took care of the ball from about 8 min left until the 4:00 mark. In that time, the lead mostly stayed unchanged, and team basketball was on display. Bryce Johnson had a great second half, including some thunderous dunks and important foul shots.
Marcus Von Recklinghausen, Max Levine, and Amon Williams also had quality minutes. Lufkin (13) led the team in scoring with Johnson (11), Howard (9), Lesburt (9), and Kelsey (6) all making significant scoring contributions.
