TOWN OF PUTNAM
NOTICE OF ANNUAL TOWN MEETING MAY 11,2016
The Electors and Citizens qualified to vote in Town Meeting of the Town of Putnam, Connecticut, are hereby notified and warned that the Annual Town Meeting of said Town will be held in the Putnam Middle School Auditorium at 35 Wicker Street (Israel Putnam Way), Putnam, Connecticut, on the 11th day of May, 2016, at 7:30 o’clock in the evening for the following purposes:
1. To choose a moderator for said meeting.
2. To consider and act upon the recommendations of the Board of Finance that appropriation for General Government (including Bonded Indebtedness) in the amount of $5,178,684.00 and the Library in the amount of $543,236.00 for a total of $5,721,920.00 be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable.
3. To consider and act upon the recommendations of the Board of Finance that appropriation for the Board of Education in the amount of $17,356,367.00 be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable.
4. To consider and act upon the recommendations of the Board of Finance that appropriations be made for the expenditure of Town-Aid Road monies in the amount of $682,710.00 for fiscal year 2016-2017 budget and to make such appropriations as are advisable.
5. To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam to consider and act upon the following resolution: RESOLVED: That the Board of Selectmen, acting as agents of the Town of Putnam, be authorized to apply for and receive any State and Federal grants that may become available and appear to them to be in the best interest of the Town of Putnam.
6. To determine the wishes of those present and eligible to vote upon the proposed Five-Year Capital Improvement Plan for the period commencing with fiscal year July 1, 2016 through the fiscal year ending June 30, 2021. A copy of the proposed plan is on file in the Mayor’s Office and available for public inspection during normal business hours.
7. To consider an act upon the recommendation of the Board of Finance that a capital appropriation in the amount of $220,000.00 be made for the fiscal year beginning July 1, 2016, and ending June 30, 2017, and to make such appropriations as are advisable. The $220,000.00 shall consist of:
a) $ 185,000.00 for a Dump Truck for the Public Works Department
b) $35,000.00 for a Pickup Truck for the Recreation Department
8. To authorize the Town Treasurer and Board of Finance to finance internally by borrowing from the Ash Landfill account certain capital items, said borrowing or interagency loan not to exceed $220,000.00 for the term of not more than five (5) years at an interest rate of at least one (1%) percent, this loan is to be amortized at least annually. The Board of Finance is authorized to approve the particulars of said loan and the precise rate subject to the foregoing parameters.

Coming off a week where the head coach and top player of the Killingly Redmen football team were honored by The Southeast Connecticut Chapter of the National Football Foundation and College Hall of Fame, Killingly announced more news for two of its players.
In a festive ceremony at the Mohegan Sun Ballroom on Sunday, April 24 Killingly football coach Chad Neal and running back/linebacker Austin Caffrey walked away with two prestigious awards.
Neal, who led his Redmen to a 10-2 record in the fall and a run to the CIAC Class M semifinals, was honored as the Foundation’s Coach of the Year. Along the way the Redmen were also crowned the Eastern Connecticut Conference Small Division champion under Neal. Following the conclusion of the gridiron season, the Eastern Connecticut Football Officials presented Neal and Killingly with the Noonan Sportsmanship Award.
Caffrey was selected by the Foundation and College Hall of Fame as a scholar-athlete recipient. He was selected for his excellence in the classroom and on the field.
Caffrey Chooses New Haven
Shortly after receiving the scholar-athlete award, Caffrey announced his intention to attend the University of New Haven where he’ll pursue his football career. The Chargers of first-year head coach Chris Pincince finished 7-4 last season in the highly competitive NCAA Division II Northeast-10 Conference.
Caffrey, a four-year varsity performer at Killingly, finished his senior season with 1,926 yards rushing from scrimmage and 23 touchdowns. On defense he led the team from his linebacker slot with 112 tackles, 12.5 tackles for a loss and three sacks.
The future New Haven Charger is the son of Chad and Betty Caffrey. His younger brother Zach is a student at Killingly High School and he also has a sister Brianna. Caffrey plans on majoring in criminal justice at the University of New Haven.
Super 100 All Star Game to Feature

Killingly High School will send players to the Super 100 Connecticut All Star Game for the second year in a row. Austin Caffrey and Josh Angell will represent the Redmen in the all star contest on Saturday, June 25 at Pratt & Whitney Stadium in East Hartford. Kickoff is scheduled for 6 p.m.
Caffrey, who was selected as an all state performer this year, will be attending the University of New Haven in September. Angell, who also is an All State football player, is a rugged defensive end. Scaling in at 6-foot, 5-inch and 295 pounds, Angell is also a member of the Redmen wrestling team. He came to Killingly as a junior, transferring from St. John’s Prep in Shrewsbury, Mass. He’s considering attending Hyde School-Woodstock in the fall before moving on to college.

Saul Phiri transferred to Putnam Science Academy last summer to play for the Mustangs because he wanted more exposure to major colleges. His plan appears to have been well thought out as Phiri signed a National Letter of Intent on April 26 to attend La Salle University in Philadelphia.
In heading to the “City of Brotherly Love,” Phiri joins a program that plays in the highly competitive Atlantic-10 Conference. The Explorers are also members of the Big 5 composed of NCAA Division I major colleges in the greater Philly area, Temple University, St. Joseph’s University, University of Pennsylvania and Villanova University. Many of the team’s games are played in the famed Palestra.
Last season Phiri was a main cog in the success of the 37-4 PSA Mustangs, who advanced to the Final Four of the National Prep Championships at Albertus Magnus University. Under coach Tom Espinosa, Phiri posted the most minutes of any player on the team last season. The durable small forward was third on the team in scoring with 12.2 points per game, while grabbing 5.3 rebounds a contest.
Phiri, who’ll play for La Salle coach Dr. John Gianni, will give the 11-year coach a long range threat. A deadly shooter from three-point range, Phiri had 107 treys, while shooting 40 per cent from beyond the arc.
“I’m pleased for Saul. He took a risk when he transferred from Worcester Academy but it has paid off handsomely for him. He’s going to La Salle at a good time because they’re coming off a down year and are looking for new blood to help them rebound,” said Espinosa.
The Explorers were a big time power in the past when they were National Champions and also NIT champs with such players as the legendary Tom Gola and high scoring Lionel Simmons. Under Coach Gianni the program is looking to get back to prominence.
The combination of the dynamic Phiri and Dr. Gianni just might be the right medicine to get the Explorers back in the national limelight.
