TOWN OF PUTNAM
LEGAL NOTICE:
The Town of Putnam is seeking to engage the services of a Consulting Engineering firm to provide engineering services for the preparation of contract plans and documents for the following transportation project:
State Project No. 115-TBD
Putnam River Trail Extension / East Coast Greenway
The project is funded by the Transportation Alternatives (TA) Program administered by the Connecticut Department of Transportation, Federal Aid Project No. TBD. The improvements will include construction of approximately 3.2 miles of multi-use trail extending from Putnam’s River Trail into the Town of Killingly (Industrial Park). The project is a proposed 10-ft to 12-ft wide multi-use trail and includes conversion of a section of abandoned rail corridor, construction of a new structure over the river, modifications to an existing structure over the river and a connection to Lake Road in Killingly, with a total length of +/- 16,000 linear feet (about 3.2 miles).
The consulting Engineering firm selected may also be required to provide survey, prepare environmental documents, and perform construction inspection. The projected construction cost is expected to be in the range of $11,200,000. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above.
The Consulting Engineering firm will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State, and Municipal procedures, appropriately weighted in descending order of importance. The design fee will be negotiated on a Lump Sum basis.
The Disadvantaged Business Enterprise (DBE) sub consultant goal is seven percent (7%) of the total agreement value. The selected firm must meet all Municipal, State and Federal affirmative action and equal employment opportunity practices.
A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current complete Federal Form SF330, experience of the firm, and resumes of key personnel shall be addressed to:

Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. Personnel in responsible charge of the projects will be required to possess and maintain a valid Connecticut Professional Engineer’s License.
Sealed qualifications (Four hard copies and 1 USB with PDF file) must be delivered to Putnam Mayor’s Office at the address above no later than 1:00 pm on August 15, 2025. The Jacksons,Gretchen Wilson, GFR and Fuel headline the Woodstock Fair
WOODSTOCK — The Woodstock Fair announced its Main Stage lineup for its 164th year which will run from Aug. 28 through Sept. 1.
The Woodstock Fair will have four headline shows this year featuring four different genres of music, alternative rock, country, classic rock and pop.
The largest of these acts at this year’s Woodstock Fair consisting of one of the biggest family names in the history of music in America. The Jacksons will grace the Putnam Area Foundation Main Stage presented by the Loos Center for the Arts at Woodstock Academy at 6 p.m. Sept. 1.
The Jacksons, famous for songs such as “Can You Feel It,” “I Want you Back” and “ABC” will also be performing a tribute to their late brother, Michael.
The Woodstock Fair will be open until 8 p.m. on Sept. 1 and will also feature its second high stakes Cornhole championship tournament on Labor Day as well as the return of lawn and garden tractor pulling.
The Woodstock Fair will welcome back to New England Gretchen Wilson. The singer was the winner of Season 13 of the Masked Singer recently and will perform her memorable hit “Redneck Woman” as well as “Here for the Party” and her other top country songs. Wilson will take the stage at 8 p.m. Aug. 30.
Classic rock is back at 8 p.m. Aug. 31 as Grand Funk Railroad makes a first-ever stop at the Fair to play their timeless hits including “We’re an American Band,” “Some Kind of Wonderful,” “Time Machine” and the “The Loco-Motion.”
One top alternative band of the '90s, visits again. Fuel will play its best such as “Hemorrhage,” “Shimmer” and “Falls on Me,” on the Main Stage at 8 p.m. Aug. 29.
The Nerveless Nocks Globe of Death will also be at the Main Stage, doing three motorcycle stunt shows daily beginning on Aug. 29 presented by WHZ Wealth. Also appearing on the Main Stage will be Nutshell, an Alice in Chains Tribute band; country artist Jason Ingriselli and the Miles North Band; The Best of Led Zeppelin tribute band and Ed Peabody and the Big Blue Thang band. Illusionist David Garrity and hypnotist Jim Spinnato will also perform.
All shows at the Woodstock Fair are free with the $15 general admission ticket. Seniors (65+) and active military with ID are $10; children 10 and under are free. Family four-pack tickets are now on sale at a special price on woodstockfair.com.
The Woodstock Fair becomes Connecticut’s only five-day Fair this year as it will get underway at 4 p.m. Thursday, Aug. 28 at 4 p.m. The special preview show will feature the Southern New England Truck Pullers on the Woodstock Fair’s brand new 325-foot pull ring beginning at 4 p.m. The Fiesta Shows midway, Kiddieland and food booths will also be open and at 9:30 p.m., there will be a huge fireworks display presented by Linemaster Switch. The entry for the special preview show is $10 with tickets already on sale at woodstockfair.com.
The entire Woodstock Fair will officially open at noon on Friday, Aug. 29.

After the Roc-Kin’-On performance ends, expect Putnam’s outstanding fireworks show to blast off starting at approximately 9:15 p.m.

bankHometown promotes Howard
PUTNAM — bankHometown recently promoted Jason Howard to branch manager, based in its Sturbridge office.
Howard, of Woodstock, has more than eight years of banking experience. He joined bankHometown in 2017 as a float teller, was promoted to assistant branch manager in 2018, and has worked in the Thompson and Putnam offices throughout his time at the bank. He most recently served as senior assistant branch manager at the bank’s 182 Main St., Putnam, office.
In this new leadership role, Howard will oversee the daily operations of the branch, ensuring exceptional customer service while driving business growth. He will be responsible for leading and developing the branch team, maintaining compliance with regulatory standards, managing branch performance, and building strong relationships within the community.
Howard earned a bachelor’s degree in history from Central Connecticut State University, and a master’s degree in education from Quinnipiac University. He is currently a member of the Putnam Business Association and was inducted as a Lion to the Putnam Lions Club in May of 2024.
