Putnam Water Pollution Control Authority wishes to inform you that required water quality tests conducted during the August 1, 2010 to August 31, 2010 monitoring period indicated the presence of total conform bacteria in our water supply over the drinking water standard. This is a violation of drinking water standards and Section 19-13-B102(i) of the Regulations of Connecticut State Agencies which requires us to notify you of this situation.
The United States Environmental Protection Agency (EPA) sets drinking water standards and has determined that the presence of total coliform is a possible health concern. Conforms are bacteria that are naturally present in the environment and are used as an indicator that other, potentially harmful, bacteria may be present. Conforms were found in more samples than allowed and this is a warning of potential problems.
For systems analyzing at least 40 samples per month, no more than 5 percent of the monthly samples may be positive for total conforms. For systems analyzing less than 40 samples, no more than one sample per month may be positive for total coliforms. Drinking water that meets this standard is associated with little or none of this risk and should be considered safe with respect to total conforms.
The following steps are being taken to correct this violation:

NOTICE TO THE WIDOW, HEIRS, BENEFICIARIES, REPRESENTATIVES AND
CREDITORS OF THE ESTATE OF JOHN H. NELSON A/K/A JOHN NELSON
The Plaintiff has named the Widow, Heirs, Beneficiaries and Creditors of the Estate of John H. Nelson a/k/a John Nelson, as parties defendant in the complaint which it is bringing to the above named court seeking a foreclosure of its mortgage upon premises known as 34 Walnut Street, Putnam, Connecticut 06260. This complaint is returnable to court on October 12, 2010 and will be pending therein after that date.
The Plaintiff has represented to said court, by means of an affidavit annexed to the said complaint, that despite all reasonable efforts to ascertain such information, it has been unable to determine the residence of the said Widow, Heirs, Beneficiaries, Representatives and Creditors, if living, or the identity or residence of his Widow, Heirs, Beneficiaries, Representatives and Creditors, if not living.
Now, therefore, it is hereby ordered under C.G.S. § 52-69 that notice of the institution of this action be given to each such defendant by some proper officer causing a true and attested copy of this order be published in the Putnam Town Crier & Northeast Ledger once a week for two weeks, commencing on or before September 30, 2010, and that return of service be made to the court.
