Notice of Special Town Meeting
and Adjournment to Machine Vote
Town of Putnam
JUNE 15, 2011
The Electors and Citizens qualified to vote in town meetings of the Town of Putnam, Connecticut, are hereby notified and warned that a Town Meeting of said Town will be held at the Putnam Middle School Auditorium, 35 Wicker Street, Putnam, Connecticut, on Wednesday, June 15, 2011, at 7:30 p.m. in the evening for the following purposes
1.  To choose a moderator for said meeting;
2.  To determine the wishes of those present and eligible to vote at Town Meeting of the Town of Putnam upon the following proposed Resolution:
RESOLVED, That the Mayor and Board of Selectmen are hereby authorized to acquire by gift a tract or parcel of land totaling approximately sixty-five (65) acres, be the same, more or less, from Wheelabrator Putnam, which land is located on the westerly side of the Quinebaug River immediately south of the Putnam Sewer Treatment Plant.  Together with such rights as may be necessary from the State of Connecticut located on the easterly side of the Quinebaug River immediately opposite the Wheelabrator land and westerly of Kennedy Drive and any adjoining land owners for the construction of a future bridge and roadway to serve the Quinebaug Regional Technology Park; 
BE IT FURTHER RESOLVED that the Mayor and Board of Selectmen are further authorized to convey fifteen (15) acres of land from the Wheelabrator Putnam parcel to the Greater Hartford YMCA for the construction of a YMCA to serve the greater Putnam area.  All of said tracts or parcels of land are more particularly shown on a certain map or plan entitled “Putnam Quinebaug Regional Tech Park Concept Plan with YMCA 5/16/2011”, as well as “Regional Community YMCA Schematic Site Plan 3/9/11” on file in the Office of the Mayor of the Town of Putnam and available for public inspection during normal business hours.
NOTICE IS FURTHER GIVEN, PURSUANT TO THE PROVISIONS OF SECTION 7-7 OF THE CONNECTICUT GENERAL STATUTES AND TOWN CHARTER, THE BOARD OF SELECTMEN HAS ON ITS OWN INITIATIVE SET ITEM TWO FOR SUBMISSION TO THE VOTERS IN A MANNER PROVIDED BY STATE STATUTE.  A MACHINE VOTE WILL BE HELD BETWEEN THE HOURS OF 12:00 NOON AND 8:00 P.M. ON THURSDAY, JUNE 23, 2011 AT THE REGULAR POLLING PLACES.  ACTION ON SAID ITEM AT THE TOWN MEETING WILL BE LIMITED TO REASONABLE DISCUSSION ONLY.  THOSE WISHING TO APPROVE THE PROPOSED RESOLUTION WILL VOTE YES.  THOSE WISHING TO OPPOSE THE PROPOSED RESOLUTION WILL VOTE NO.

The Town of Putnam Zoning Board of Appeals will hold a meeting on June 21, 2011 at 7:00 .M. at the Town Hall located at 126 Church Street, Putnam, CT.  A public hearing will be held on each of the following:
Appeal # 2011-003: David Frost — Request for a variance from Section 720 Schedule of Uses & Districts to operate a Woodworking Shop with a small retail section and an Auto Detailing Shop.  Property located at 21 Intervale Street. Town Assessor’s Map 008, Lot 080. Zoned R-7.
Appeal # 2011-004: Mary Haggett — Request for an appeal from the decision of the Zoning Agent for the issuance of a Building Permit to allow a conversion from a commercial use to a single-family use for property located in the Industrial Heritage Overlay District.  Property located at  241 Church Street. Town Assessor’s Map 11, Lot 62.
Appeal # 2011-005: Putnam Science Academy, Inc. — Request for a variance from Section 720 Schedule of Uses & Districts to allow for the construction of an additional dormitory at the existing school.  Use of the property for the boarding school is a preexisting nonconforming use for which the property continues to be used. A primary purpose for erecting the new building is to allow the school to remain open while updating other buildings to bring the school in compliance with applicable fire and safety codes. Property located at 18 Maple Street. Town Assessor’s Map 015, 79. Zoned R-10.

The applicant’s request is for an ice cream shop, bakery, candy by the pound, customized gift baskets, along with party/function rooms to be located on the second and third floors. Property located at 36 Church Street. Town Assessor’s Map 015, Lot 38. Zoned R-7.
