LAND USE AGENT
The Town of Putnam is seeking applicants for the position of full time Land Use Agent.
Position Summary
The Town of Putnam is seeking a Land Use Agent. This position will report to the Town Administrator and will coordinate with the Mayor and various Town Committees including the Inland Wetlands and Watercourses Commission (IWWC), the Planning Commission, the Zoning Commission and the Aquifer Protection Agency.
Duties of the position include:
Wetlands Agent duties including:
* Understanding of federal, state and local regulations related to wetlands and watercourses, and applicable local applications
* Experience with engineering design plans and specifications, and wetlands mapping and reports
* Updating Town base map of delineated wetlands, including from federal and state mapping, and past local delineations as shown on wetlands applications.
Planning duties including:
* Understanding of state and local regulations for subdivisions applications
* Review of subdivision applications, including plans and specifications
* Understanding of the Town’s role in the Plan of Conservation and Development, and meeting state update requirements
* Coordination with the Town’s Economic and Community Development Office regarding site development
* Presentations of state-statute required applicable Town activities and proposals to the Planning Commission
Zoning and Aquifer Protection duties including:
* Understanding of state and local regulations for Zoning compliance in the following areas: gravel excavation applications, proposed work in flood plains, stormwater, and erosion and sediment control measures
* Coordination with the Town’s Zoning Enforcement Officer and the Building and Zoning Department
* Agent for the Aquifer Protection Agency (APA members are the Zoning Commission). Knowledge of state and local Aquifer Protection Regulations and applications.
Other duties will include Town capital projects and municipal requirements including stormwater permitting, construction status monitoring, and input towards capital projects.
Required Qualifications
Graduation from an accredited 4-year college or university with major course work in environmental studies, surveying, or related field: and at least 5 to 10 years' experience in survey, mapping, wetlands, planning; or any equivalent combination of training and experience which provides the following:
* Wetlands Training Certification from the State of Connecticut Department of Energy and Environmental Protection
* Knowledge of the principles and practices of site development, from concept through completion of construction
* Knowledge of applicable federal and state laws, statutes and regulations, including wetlands, subdivisions and applicable zoning
* Skills with computer programs including Word, GIS, AutoCAD
* Ability to prepare detailed reports and perform reliable research as needed
* Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations
* Ability to establish and maintain complex files and records systems
* Ability to compose clear and correct written correspondence and reports; ability to effectively present information verbally and respond to questions from government officials, community service providers, vendors, customers/residents and the general public
Compensation
Depending on experience, expected annual salary of $60,000 to $70,000. This full time position is a 40 hour per week position.

This job operates in a professional office environment with occasional related field work. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
