The April 2013 billing of water and / or sewer collections for the Town of Putnam WPCA is due and payable on April 1, 2013 through May 1, 2013.
Payments made after May 1, 2013, will be subject to an Interest charge of 3% (1.5% per month) or $2.00 minimum whichever is higher, according to Connecticut State Statute SEC. 12-146.
       Mail must be postmarked no later than May 1, 2013, to avoid interest charges.

for Federal Financial
Assistance
The Town of Putnam proposes to file an Application for Federal Financial Assistance with the USDA, Rural Development.  This application for financial assistance will be for funding under the Rural Utilities Service, Part 1780, Water and Waste Loans and Grants (CFDA 10.760) and is anticipated to be submitted by Friday, April 19, 2013.  The specific elements of the project include the upgrade and infrastructure improvements to the Putnam sewer system’s ten (10) lift stations, including building repairs, replacement of generators, installation of transducers, standardization of equipment, new fences, acquisition/installation of new pumps, new alarms, and spare pumps.  The project is anticipated to cost $4,000,000.

Assistance
The Town of Putnam proposes to file an Application for Federal Financial Assistance with the USDA, Rural Development.  This application for financial assistance will be for funding under the Rural Utilities Service, Part 1780, Water and Waste Loans and Grants (CFDA 10.760) and is anticipated to be submitted by Friday, April 19, 2013.  The specific elements of the project at the town’s wellfield include the following water quality improvement measures: manganese removal, source water protection measures (underground storage tank removal, sentinel well installation, well field stormwater quality improvements, and well field security), well abandonment and old treatment building demolition and sediment removal for one production well.  The project is anticipated to cost $2,083,800.

The Town of Putnam Zoning Board of Appeals held a meeting on April 16, 2013 at 7:00 P.M. at the Town Hall located at 126 Church Street, Putnam, CT. The following action was taken:
Appeal # 2013-001:  Richard A. Loomis  --- Request for a variance for reduction of  rear yard dimension according to Section 730 of the Town of Putnam Zoning Regulations to reduce the required rear yard setback from 20’ to 0’.  Property located at 75 Main Street, Town Assessor's Map 15, Lot 66, Zoned C-5.  APPROVED
