Town of Putnam - Zoning Commission
The Town of Putnam Zoning Commission held a Regular Meeting on June 18, 2014, at 7:00 P.M. at the Putnam Town Hall, 136 Church Street, Putnam, CT. The following action was taken:
Docket # 2014-02: Town of Putnam Zoning Commission – Comprehensive amendment/restatement of the Town of Putnam Zoning Regulations and Zoning Map: APPROVED AND SHALL BECOME EFFECTIVE TWENTY-ONE (21) DAYS AFTER DATE OF PUBLICATION, subject to amendments to the following sections of the Zoning Regulations adopted as a result of the May 28, 2014 Public Hearing:
* Article III, Section 301, Establishment and Purposes of Districts, D. Overlay Districts, 1., Industrial Heritage Overlay District (IHOD): Assessor’s Map and Lot numbers of river mills locations to which the IHOD shall apply, updated to the Assessor’s Map and Lot numbers as shown on Assessor’s Maps in effect as of May 28, 2014.
* Article III, Section 304, Schedule of Uses and Districts, Table III-1, Schedule of Uses and Districts:
o Utilities, Radio, TV, Wireless and Electronic Transmitters and Towers, R-20 District: Change “N” (Prohibited Use) to “S” (Use Permitted by Special Permit)
o Storage/Distribution, Open Storage of Sand and Gravel, and Open Storage of Sand and Gravel if associated with a permitted Earth Removal Application: Change the words “Sand and Gravel” to “Earth Material”
* Article IV, Section 414, Livestock: An excerpt from the CT Public Health Code has been inserted in its entirety; this requires a 300’ setback of pigsties from dwellings
* Article VII, Section 705, Open Space Residential Development Subdivisions, A. Purpose and Applicability, 1.a.: Change the word “regarding” to “regrading”
* Article VII, Section 712, Wireless Communication, E. Permitted and Special Permit Uses, 1.b. and 2.b.: Change the words “sixty (60)” to “eighty (80)”
* Article VIII, Definitions, Definition of “Farm”: the words “pig farming” have been removed from excluded farming activities.
* Article VIII, Definitions, Definition of “Livestock Keeping”: the words “and pigs” have been removed from excluded livestock keeping activities.
* Article VIII, Definitions: Definition of “Pigsty” has been added.
A hard copy of the Comprehensive amendment/restatement of the Town of Putnam Zoning Regulations and full-size Zoning Map at a scale of 1" = 1,000' adopted as noted above may be viewed in the Zoning/Land Use Office at the Putnam Town Hall, 126 Church Street, Putnam, CT, during regular Town Hall business hours. A hard copy of the Comprehensive amendment/restatement of the Town of Putnam Zoning Regulations and a reduced size Zoning Map adopted as noted above may be viewed at the Putnam Public Library, 225 Kennedy Drive, Putnam, CT. Electronic copies of the Comprehensive amendment/restatement of the Town of Putnam Zoning Regulations and Zoning Map adopted as noted above may be viewed on the Town of Putnam Website: http://www.putnamct.us.

Notice of Results of Referendum
and Intent to Proceed
I, Sara J. Seney, the duly elected, qualified and acting Town Clerk of the Town of Putnam, Connecticut, hereby certify that at a referendum held on June 19, 2014, in the Town of Putnam, Connecticut, said referendum having been duly warned and called, the following vote was taken on the following question, viz:
Question 1:
“Shall the resolution entitled: “RESOLUTION APPROPRIATING $7,735,000 FOR THE DEVELOPMENT OF THE QUINEBAUG REGIONAL TECHNICAL PARK PHASE I FOR COMMERCIAL AND BUSINESS DEVELOPMENT AND AUTHORIZING THE ISSUE OF $7,735,000 BONDS OF THE TOWN TO MEET SAID APPROPRIATION AND PENDING THE ISSUANCE THEREOF THE MAKING OF TEMPORARY BORROWINGS FOR SUCH PURPOSE,” as approved by the Boards of Selectmen and Finance be approved?”

Question 2:
“Shall the resolution entitled: “RESOLUTION AMENDING A RESOLUTION APPROPRIATING $7,500,000 FOR TOWN DRINKING WATER SYSTEM IMPROVEMENTS CONSISTING SUBSTANTIALLY OF THE REPLACEMENT OR RELINING AND CLEANING OF WATER LINES INSTALLED APPROXIMATELY FROM 1940 AND EARLIER, AND AUTHORIZING THE ISSUE OF $7,500,000 BONDS OF THE TOWN TO MEET SAID APPROPRIATION AND PENDING THE ISSUANCE THEREOF THE MAKING OF TEMPORARY BORROWINGS FOR SUCH PURPOSES,” as approved by the Boards of Selectmen and Finance be approved?”
(The purpose of the amendment is to increase the appropriation and bond authorization from $7.5 million to $15.495 million, to increase the scope of the project, make changes to financing language, and to ratify, confirm and adopt all prior authorizations and bond resolutions in connection with the Project.)

The first installment of taxes, due to the Town of Putnam, Special Service District, East Putnam Fire District and West Putnam District on the Grand List of October 1, 2013 is due and payable on July 1, 2014 through August 1, 2014.
TO AVOID INTEREST CHARGES, MAIL MUST BE POSTMARKED NO LATER THAN AUGUST 1, 2014
Payments made after August 1ST 2014 will be subject to an interest charge of 3 percent (1.5 percent per month) or $2.00 minimum per Town and $2.00 per Special Service District, East Putnam Fire District and West Putnam District (where applicable), whichever is higher, according to Connecticut State Statute, Sec. 12-146.
Online payments can be made on current Grand List bills at the Town of Putnam website - www.putnamct.us after July 1, 2014.

Town & Fire District of Pomfret
Legal Notice is hereby given to the taxpayers of the Town and Fire District of Pomfret that the First Installment of taxes on the Grand List of October 1, 2013 is DUE AND PAYABLE July 1, 2014. The last day to pay without penalty is August 1, 2014. Per State Statute 12-145, interest will be charged at 18 percent annually (1.5 percent per month), with a minimum charge of $2.00 per each entity (Town and Fire are separate entities) on all delinquent payments postmarked August 2, 2014 or later.
To view or pay your bill online, go to www.pomfretct.gov. Please make all checks payable to Pomfret Tax Collector. The mailing address is 5 Haven Road, Pomfret Center, CT 06259. If a receipt is desired, please enclose a stamped, self-addressed envelope.

Water/Sewer Collections
The July 2014 billing of water and / or sewer taxes for the Town of Putnam WPCA is due and payable on
July 1 through August 1, 2014.
Payments made after August 1, 2014 will be subject to an Interest charge of 3 percent (1.5 percent per month) or $ 2.00 minimum whichever is higher, according to Connecticut State Statue SEC. 12-146.
Mail must be postmarked no later than August 1, 2014 to avoid interest charges.
