ORDINANCE-AMENDMENT
REGULATING THE USE OF TOWN PROPERTY AND TOWN BUILDINGS – ARTICLE IIIA
BE IT ORDAINED by the town meeting of the Town of Putnam that the Ordinance Regulating the Use of Town Property and Buildings Article III be amended by the addition of a new paragraph Article IIIA to read as follows:
“The Putnam Parks and Recreational Department shall have authority and control over the parking areas associated with the facilities under the control of the Parks and Recreation Department specifically including control of parking at Murphy Park and the Owen Tarr Sports Complex.  The Recreation Department shall adopt such rules and regulations and post said property with said parking rules as they deem appropriate provided that
1) no overnight parking shall be permitted in any area designated for parking at any facility under the jurisdiction of the Parks and Recreation Department;
2) no semi-tractor/semi-trailer or truck exceeding five (5) tons shall be parked in such facility unless the Recreation Director has given a specific written permit of a vehicle associated with a specific athletic event;
3) the Recreation Department shall have the right to limit the number of hours a vehicle can be parked continuously at any of the facilities under its jurisdiction as well as the right to limit parking to those individuals attending or associated with a specific recreational activity or event;
4) the Parks and Recreation Department shall make reasonable accommodations with the Historical Society or any subsequent lessee of the town owned building presently occupied by the Historical Society at the southeasterly corner of the Owen Tarr Sports Complex for  parking for their events and activities;
5) In no event shall any parking area or other area maintained under the authority of  the Parks an Recreation Department be used for the storage, maintenance or repair of any motor vehicle except vehicles owned by the Town of Putnam.
6) Not withstanding any of the provisions of this ordinance, overnight parking of private passenger vehicles shall be permitted during any period of snow emergency or parking ban as designated by the appropriate Putnam governmental authority.
For the purposes of this ordinance, the parking area associated with the Owen Tarr Sports Complex shall include both the parking area on the westerly side of the athletic fields and grounds and the parking area southerly of the athletic fields and grounds southerly to Bolles Street.”
