Town of Pomfret
Town Meeting
October 28, 2010
The legal voters and citizens qualified to vote in Town Meeting of the Town of Pomfret are hereby warned to meet at the Pomfret Community School Cafeteria, Pomfret, Connecticut on Thursday, October 28, 2010, at 7:00 P.M. to act upon the following articles:
Article 1: To choose a Moderator for said meeting.
Article 2: To see if the Town will approve the expenditure of $ 1,000,000.00 from, and in accordance with, the $4,000,000.00 appropriation approved by Town Meeting at referendum held on February 5, 2008 and the purchase and acquisition of Development Rights by the Town of Pomfret, as purchaser,  and Raynham Corp, Inc. as sellers, for a certain parcel of land located at 634 Brayman Hollow Road, depicted as Pomfret Assessor’s Map 6, Block D, Lot 1.00 comprised of approximately 468 acres of land, all in accordance with the terms and conditions of the Purchase and Sales Agreement between the Town of Pomfret, as Purchaser and said parties as Sellers and to authorize the Board of Selectmen to take all such further necessary action to execute said Agreement.  Recommended by the Planning & Zoning Commission on September 27, 2010, approved by the Board of Selectmen on September 20, 2010 and approved by the Board of Finance on October 12, 2010. 
Article 3: To see if the Town will approve a Resolution to enter into a Regional Revaluation Agreement with the Towns of Ashford, Brooklyn, Canterbury, Eastford, Killingly, Plainfield, Putnam, Sterling, Thompson, and Woodstock and to designate Northeastern Connecticut Council of Governments, a regional council of governments (“NECCOG”) as coordinating agency, as approved by the Board of Selectmen on June 21, 2010, and to authorize the Board of Selectmen to enter into any and all agreements relating to the same as required by Section 7-148cc of the Connecticut General Statutes.  A copy of said Resolution is available at the office of the Pomfret Town Clerk.
Article 4: To see if the Town will approve the exemption of Active Solar Energy Heating or Cooling Systems on any building within the Town where the construction of which is commenced on or after October 1, 1976, which is equipped with an active solar energy heating or cooling systems, or any building to which a solar energy heating or cooling system is added on or after October 1, 1976, to the extent of the amount by which the assessed valuation of such real property equipped with such solar heating or cooling systems exceeds the assessed valuation of such real property equipped with the conventional portion of the heating or cooling system, as outlined in Connecticut State Statute 12-81 (56).
Article 5: To see if the Town will approve a Resolution to accept a STEAP Grant in the amount of $200,000.00 from the State of Connecticut, Department of Economic and Community Development, to be used toward building an addition onto the current Firehouse, located at 67 Hampton Road.  A copy of said Resolution is available at the Office of the Pomfret Town Clerk.
Article 6: To see if the Town will amend the “Ordinance Regulating Purchases and Sales for the Town of Pomfret” adopted at Special Town Meeting on October 17, 1996 and amended September 17, 2003.  A copy of proposed amendment is available at the office of the Pomfret Town Clerk
Article 8: To do any other business proper to come before said meeting.

2010 State Election
The Electors of the Town of Pomfret are hereby warned to meet at their respective polling places in said town on Tuesday, November 2, 2010, for the following purposes:
  I. To cast their votes for Governor and Lieutenant Governor, United States Senator, Representative in Congress, State Senator, State Representative, Secretary of the State, Treasurer, Comptroller, Attorney General, and Judge of Probate.
Notice is hereby given that the location of the polling places is as follows: 20 Pomfret Street, Pomfret Community School Auditorium.
Voting machines will be used.  The polls will be opened at six o’clock in the morning (6:00 a.m.) and will remain open until eight o’clock in the evening (8:00 p.m.).

The Electors of the Town of  PUTNAM are hereby warned to meet at their respective polling places in said town on Tuesday, November 2, 2010, for the following purposes:
I. To cast their votes for Governor and Lieutenant Governor, United States Senator, Representative in Congress, State Senator, State Representative, Secretary of the State, Treasurer, Comptroller, Attorney General, and Judge of Probate.
Notice is hereby given that the location of the polling places is as follows:
Voting District I :  Murphy Park, Recreation Park Road
Voting District II:  Town Highway Garage, Fox Road
**Absentee Ballots will be counted at the following central location:
Putnam Town Hall, 126 Church St. Putnam, CT                              .
Voting machines will be used.  The polls will be opened at six o’clock in the morning (6:00 a.m.) and will remain open until eight o’clock in the evening (8:00 p.m.).
