Generator Replacement
and New Storage Building
General Notice
Town of Putnam is requesting Bids for the construction of the following Project:
Generator Replacement and New Storage Building
Bids for the construction of the Project will be received at the Putnam Town Hall located at, 126 Church Street, Putnam, CT 06260 Attn. Elaine Sistare, P.E., until Thursday, May 27, 2021, at 2:00 pm. EST local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The installation of two generators; one (1) outside the existing Storage Building to provide backup power for the Administration Building and the Primary Treatment Processes and (2) the second generator outside of the existing Blower Building that would work in conjunction with a new Automatic Transfer Switch in the Blower Building and provide backup power for the Blower Building and the Secondary Treatment Processes.
The project also includes the installation of a new Storage Building (pre-engineered storage building) to centralize and store the equipment and trucks at the Water Pollution Control Facility.  Additionally, the storage building will include office space, a kitchen area, a locker room, and a bathroom for the staff to use.
Finally miscellaneous improvements including the removal of the underground storage tank for the existing generator, removal of a louver and replacement with brick infill, installation of concrete pads for the generators and additional paving for the new Storage building will be completed.
 Obtaining the Bidding Documents

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:30 A.M. to 4:30 P.M., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, May 11, 2021, at 10:00 AM at Town of Putnam Water Pollution Control Facility, 4 Kennedy Drive Putnam, CT 06260. (across bridge)

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract:
    Minor Components, and
    Pig iron and direct reduced iron
